Award a Contract for Preparing a Comprehensive Traffic Study in the Sunset/Foster/Alliance Neighborhood to W-Trans Traffic Consulting Engineering in the Amount of $43,000; Authorize the City Engineer to Increase the Contract Amount by up to $6,200 ($4,200 for Cost Estimate and $2,000 for Vehicle Miles Traveled Analysis) for a Contract Total of $49,200, and Authorize the City Manager to Execute All Applicable Documents.

Introduction

Several (6) large development projects have either been permitted, have currently submitted planning applications or are on the cusp of submittal for permit review. These projects are all in the Sunset/Foster/Alliance neighborhood and have the potential to impact public transportation including local roads, the US 101/Sunset/L. K. Wood interchanges and existing neighborhood traffic patterns. The projects are mostly multi-family residential in nature with one health care facility (clinic) and one residential care facility. These can be broken down into three general categories based on complexity:

1.       Annexation—Danco’s Creekside (100-bed residential care facility + 32-parcel Residential  Low  (RL) subdivision +25 cottage housing

2.       Rezone/GP amendment

o        Strombeck, Canyon Creek—General Plan/zoning amendment for 78 residential units (in process)

o        The Village—General Plan/zoning amendment for a 240-unit student housing facility

3.       Existing entitlements (Design Review and/or Planned Development Permit (PDP) may be required even though the use may be principally permitted)

o        Open Door Clinic

o        Strombeck, Twin Parks—principally permitted, 40 units (approved)

o        Kramer—principally permitted, up to 142 units (in process)

 

Discussion/Fiscal Impact

DISCUSSION:

 

Engineering Department staff has been in communication with W-Trans (traffic engineering consulting firm) regarding these projects and has developed the attached scope of services for the comprehensive traffic study. Staff believes that this traffic study will assist the Engineering & Planning Departments and the City Council to make some key decisions regarding these proposed projects and future needs for multimodal infrastructure improvements in the Sunset/Foster/Alliance neighborhood.

 

 

BUDGET/FISCAL IMPACT:

 

This item was not budgeted for this year’s budget cycle; staff recommends using funds available in the City Streets accounts (Capital-Measure G Improvements) to complete this work with an agreement that the project developers will be required to pay their fair share for the comprehensive traffic study when they come in for the project permits. The cost distribution for each project will be based on uniform distribution of labor needed to complete the work and the trips generated from the projects.

Councilmember Pereira said that in the Option Tasks, she would like it to include the Vehicle Miles Traveled (VMT) Analysis.

Assistant City Engineer Khatri agreed that it should be included in the Study. He explained that adopting Recommendation No. 2 (Authorize the City Engineer to increase the contract amount by up to $49,200 ($4,200 for cost estimate and $2,000 for VMT Analysis), would include the VMT Analysis in the Study.

City Manager Diemer explained that if the Council wanted to include Optional Tasks A, B, and C in the Study, they would have to approve an additional $8,000 for the contract.

Assistant City Engineer Khatri said that after the Scope of Work was received from W-Trans, the City received some calls from a project owner that they wanted to analyze their project in more detail because they were preparing an Environmental Impact Report for their project. He said they wanted to include some additional intersections in their project limits. He explained that this work was not currently included in the contract's scope of work. He recommended the Council include those intersections in the scope of work, have the project consultants pay the City up front, and then have the City pay W-Trans.

ORNELAS MOVED TO: 1) AWARD THE CONTRACT FOR PREPARING A COMPREHENSIVE TRAFFIC STUDY IN THE SUNSET/FOSTER AVENUE AREA TO W-TRANS CONSULTING ENGINEERING IN THE AMOUNT OF $43,000; 2) AUTHORIZE THE CITY ENGINEER TO INCREASE THE CONTRACT AMOUNT BY UP TO $6,200 ($4,200 FOR COST ESTIMATE AND $2,000 FOR VMT ANALYSIS FOR A CONTRACT TOTAL OF $49,200; 3) AUTHORIZE AN ADDITIONAL $8,000 FOR THE VEHICLE MILES TRAVELED ANALYSIS; 4) AUTHORIZE THE CITY MANAGER TO EXECUTE ALL APPLICABLE DOCUMENTS; AND 5) AUTHORIZE THE CITY MANAGER TO INCREASE THE SCOPE OF THE PROJECT AS DEVELOPERS EXPRESS INTEREST IN CERTAIN INTERSECTIONS.

ORNELAS AMENDED THE MOTION TO CHANGE RECOMMENDATION NO. 5 TO: AUTHORIZE THE CITY MANAGER TO EXECUTE THE SCOPE AMENDMENT DOCUMENTS IN CASE THE PROJECT APPLICANTS WANT TO INCLUDE ADDITIONAL STUDY INTERSECTIONS IN THE COMPREHENSIVE TRAFFIC STUDY TO CONDUCT PROJECT-SPECIFIC TRAFFIC STUDY ANALYSIS. THE APPLICANT WILL PAY AN UP-FRONT FEE TO THE CITY FOR THIS ADDITIONAL TRAFFIC ANALYSIS.
